SUCCESS WITH THE 5E STRATEGY

The Hoosier State is building upon the solid economic growth it experienced in 2022. Last year, Indiana secured a record-breaking $22 billion in committed capital investments from 218 companies that will create more than 24,000 jobs. It was the sixth consecutive record-breaking year for economic development in the state. Much of this was driven by the “5E” strategy, which the state unveiled in 2021 and focuses on environment, economy of the future, entrepreneurship, energy transition and external engagement. Indiana has landed several notable groundbreakings and expansions in the past year. Steel manufacturer Nucor announced in June 2023 a $115 million manufacturing facility and 200new jobs in Crawfordsville. Conco announced in August2023 a $50 million investment in operations in southern Indiana, which will create up to 175 high-wage jobs by the end of 2026. General Motors and Samsung SDi also recently announced plans to build a $3 billion EV battery manufacturing plant in St. Joseph County to create more than 1,700 jobs.

KEY INCENTIVES

Economic Development for a Growing Economy (EDGE): Offers a refundable corporate income tax credit based on the tax withholdings generated from new job creation.

Headquarters Relocation Tax Credit (HRTC): Offers a tax credit of up to 50% of business relocation costs, including capital investment.

Hoosier Business Investment (HBI) Tax Credit: Businesses that create jobs and make capital improvements to a facility may qualify for this nonrefundable tax credit. The maximum credit is 10% of qualified capital investment.

Industrial Development Grant Fund: Offers assistance (reimbursement up to 50%) to municipalities to perform infrastructure improvements and upgrades needed to serve proposed projects.

Skills Enhancement Fund Workforce Training Grant: Offers assistance to support the training and upgrading of skills of employees required to support new capital investments. The grant may be provided to reimburse up to 50% of eligible training costs over a two-year period.

HIGHLIGHTED PROGRAM OR INITIATIVE

In June 2023, the Indiana Economic Development Corp launched ConnectIND, an interactive portal that supports entrepreneurs with necessary resources and appropriate business connections along their journey. The online hub serves as a source of networking, advising, mentorship, training, licensing and more for Indiana entrepreneurs.

BIG DEALS

  • Evonik, a Germany-based drug delivery technologies company, broke ground in March 2023, on a $220 million facility in Lafayette, expected to create 80 highly skilled jobs in the region.
  • Eli Lilly announced in April 2023 a $1.6 billion investment in two manufacturing cites and 200 new jobs in Boone County.
  • GM and Samsung SDI announced in June 2023 a $3 billion EV battery factory and 1,700 new jobs in New Carlisle.
  • Conco announced a $54 million facility and 175 jobs in Scottsburg.
  • Isotopia Molecular Imaging, an Israel-based global pharmaceutical and nuclear medicine manufacturing company, announced in September 2023 it will locate its first U.S. operations in the state and create up to 50 new jobs by the end of 2027.
